The pace bowler has claimed over 300 dismissals in 71 appearances with an stellar bowling average.
Australia's chair of selectors Bailey has confirmed that skipper Cummins will play a "major part" in this winter's historic rivalry.
Rumors had circulated that the veteran bowler might be unavailable due to a stress fracture in his back that had not yet healed.
Initial reports from team management suggested no final decision had been made regarding Cummins' participation, with the five-Test series kicking off on 21 November in the WACA.
The selector shared that Cummins is "building up" and remained hopeful about the likelihood of being involved.
"It's clear that time is getting short and various factors involved, aside from the physical problem, but other factors as well," the selector added.
"The outlook is good. There's strong faith that he's going to play a significant role. Ideally from the opening match. Otherwise, we'll adjust."
Past Concerns
The captain missed Australia's limited-overs series against New Zealand and India in the previous weeks after examinations confirmed a stress reaction in his back.
There is a track record of back injuries, with setbacks in several earlier campaigns leading to absences from several home seasons in a limited period.
The bowler mentioned he would be proactive in his approach in his rehabilitation process to secure his spot for the Ashes.
He mentioned that it was unclear if Cummins had begun bowling as part of his recovery but conceded it was "getting tight" for him to regain fitness for the opener.
Backup Options
In case of absence, former captain Steve Smith will take over the captaincy.
Versatile player Green was withdrawn recently from the national team for their ODI contests against the subcontinent side as a preventive step because of soreness in his side.
Bailey described it as a "slight concern and mentioned that he's scheduled to appear in the Sheffield Shield, so will be "ideally positioned to resume bowling."
"We put so much time has gone into creating the schedule for him to take part for the first Test as an dual-role player," the selector detailed.
"Originally, he'd only feature in the starting games anyway. The way he swings the cricket bat in white-ball cricket, if it causes any delay for another day, the choice was made to adopt a safer strategy."
